After the conclusion of the Reaper War and after setting up the building blocks for society to recover on the entire council resigned. They all stated that their inability to protect the galaxy from the Reapers is what prompted their resignation and that they had selected several brave individuals who proved themselves in the war to replace them.
For the asari they selected the young Dr. Liara T'Soni. For all of her work assisting Commander Shepard she was unanimously swept into office.
The turians and salarians have both placed traditional politicians into place.
Humanity has yet to replace the deceased Councilor Udina. There is an acting Councilor but there are rumors that they will nto be in power long and someone worthy shall be taking his place.
As for the other races. The quarian and batarian peoples where allowed to reopen their embassies upon the citadel. The geth despite what has happened in the past where given an embassy of their own, but they opted to share it with the 'Creators'.
